The Third Belt and Road Initiative Tax Administration Cooperation Forum Opened in Algiers

On September 19, 2022, the third Belt and Road Initiative Tax Administration Cooperation Forum (BRITACOF) opened in Algiers, Algeria. Over 200 delegates, including heads of Ministry of Finance and Tax Authority from 40 jurisdictions including Algeria, Kazakhstan, China, Italy, Uruguay, Sierra Leone, and representatives from 12 international organizations including OECD and IMF, attended this event on site or remotely and discussed plans for future development. The theme for this year’s Forum is Enhancing Tax Administration Capacity Building in the Post-Pandemic Era.

Before the Opening Ceremony, Mr. Wang Daoshu, Executive Secretary of the BRITACOM Secretariat and Deputy Commissioner of the State Taxation Administration (STA) of China, presided over the Council meeting of the BRITACOM. The Council meeting updated the works on BRITACOM, proclaimed Ms. Amel Abdellatif (General Director of Taxes of Algeria) President of the third BRITACOF and Chair of the BRITACOM Council, released the progress report of the BRITACEG in relation to BRITAs in Yangzhou, Beijing, Nur-Sultan and Macao, approved the establishment of the BRITA·Riyadh, and set out the six upcoming results of the third BRITACOF.

At the Opening Ceremony, Mr. Brahim Djamel Kassali, Algerian Minister of Finance, made a welcome address and mentioned that in the post-pandemic era, the BRITACOM has developed a framework of mutual learning with integrated resources for relevant jurisdictions which are willing to improve work efficiency and provide better services to taxpayers. Ms. Amel Abdellatif, Chair of the BRITACOM Council, President of the third BRITACOF and General Director of Taxes of Algeria, said in the opening address that the BRITACOM brings great opportunities to tax authorities and with BRITACEG’s training resources and dialogues with the businesses, competence of tax officials will be enhanced.

Mr. Zhanalinov Daniyar, Chairman of the State Revenue Committee of the Ministry of Finance of Kazakhstan, acknowledged in his keynote speech the shared purpose by all Members to facilitate global economic recovery by giving full play to the functions of taxation. The BRITACOM has provided a unique platform of collaboration and knowledge sharing. Kazakhstan will enhance tax administration through international cooperation, and pay contributions to the development of BRITACOM.

Mr. Wang Jun, Commissioner of the STA of China, stated in his keynote speech that all parties involved in the BRITACOM have made concerted efforts and achieved multiple accomplishments. The STA has been proactively worked on the BRITAs establishment, curriculum design and the BRITACEG expert group, etc., and practices sharing on tax administration as well. The STA looks forward to a collective effort in further developing BRITACOM, improving knowledge sharing and enhancing digitization of tax administration, to make new ground in international tax cooperation.

The first BRITACOF was held in Wuzhen, Zhejiang in April 2019, which announced the establishment of BRITACOM and unfolded the stages of multilateral tax cooperation. The second BRITACOF themed “Digitalization of Tax Administration” was convened virtually in September 2021 and promoted relevant cooperation with multiple outcomes. The third BRITACOF is hosted by the General Directorate of Taxes of Algeria. During the three-day event, in-depth discussions will be carried out on Strategic Planning of Capacity Building, Information Technology applied in Capacity Building, Life-long Learning of Tax Officials, Train the Trainers, for better cooperation and greater development in tax administration amongst the jurisdictions that subscribe to the Belt and Road Initiative (BRI), and thus making greater contributions to global tax governance with more alternatives.
